PORTALSWARA.COM — Walikota Medan Bobby Nasution mengakui jika lampu ‘pocong’ di Kota Medan merupakan proyek gagal. Karenanya kontraktor diminta mengembalikan Rp21 miliar yang sudah dibayarkan.
Setelah Inspektorat Kota Medan melakukan pemeriksaan didampingi Badan Pemeriksa Keuangan (BPK) RI Perwakilan Sumut, Dinas Sumber Daya Air Bina Marga dan Bina Kontruksi (SDABMBK) Kota Medan untuk melakukan penagihan menyeluruh. Karena proyek lampu jalan yang selama ini akrab disebut lampu ‘pocong’ tersebut dianggal total loss (proyek gagal).
“Kita akan tagihkan seluruh anggaran APBD yang sudah keluar untuk proyek lampu jalan ini agar ditagih kembali,” kata Bobby saat memberi keterangan kepada wartawan di Lobi Balaikota Medan, Selasa (09/05/2023).
Menantu Presiden Joko Widodo ini selanjutnya berharap kepada Inspektorat Kota Medan untuk bisa melihat lebih jauh lagi bagaimana perencanaannya bisa sampai terjadi. Sebab, tegasnya, sudah sering disampaikan sejak dari rencana awal sampai dengan eksekusi di lapangan ternyata hasil di lapangan jauh berbeda.
“Pak Inspektur saya minta untuk mentelaah lebih jauh lagi perencanaan yang telah dilakukan sehingga ada proyek yang disebut masyarakat dengan lampu pocong ini,” tegasnya.
Diungkapkan Bobby, sebenarnya proyek lampu jalan ini merupakan tahap terakhir terkait landscape. Di situ, bilangnya, ada tanggung jawab dari Dinas Pekerjaan Umum (PU) dan Dinas Perumahan dan Permukiman (Perkim) serta yang terakhir menjadi tanggung jawab Dinas kebersihan dan Pertamanan sesuai rencana awal.
“Kenapa ini tiba-tiba bisa main selip sendiri, harusnya belum dikerjakan sudah dikerjakan. Itu sebabnya terlihat lampu pocongnya sudah dikerjakan, pengerjaan trotoarnya tiba-tiba menyusul sehingga banyak yang hancur. Seharusnya trotoar dikerjakan lebih dulu, setelah itu landscape-nya dan pemasangan lampu jalan yang terakhir. Artinya, gambar kerja berbeda dari perencanaan yang telah diputuskan di awal,” sebutnya.
Dengan disampaikannya hasil pemeriksaan yang telah dilakukan ini, Bobby berharap agar perangkat daerah terkait di lingkungan Pemko Medan segera menindaklanjutinya.
“Mudah-mudahan ini menjadi suatu hal yang baik dan positif untuk tetap memiliki semangat membangun Kota Medan dengan tidak menyalahgunakan suatu yang tidak baik di tengah masyarakat maupun di mata hukum,” ungkapnya.
Bobby menyampaikan, total anggaran untuk pngerjaan proyek lampu jalan itu kurang lebih senilai Rp25 miliar. Sedangkan yang sudah dibayarkan kepada pihak ketiga sebesar Rp21 miliar.
“Jadi anggaran yang Rp21 miliar itu harus dikembalikan karena proyek ini berdasarkan hasil pemeriksaan yang dilakukan secara menyeluruh dianggap total loss. Mulai dari material maupun jarak antar lampu tidak sesuai dengan spek,” paparnya.
Yang harus mengembalikan anggaran itu, jelas Bobby, tentunya pihak ketiga (kontraktor) yang akan ditagih melalui Dinas SDABMBK. Sedangkan yang akan membongkar lampu jalan, terangnya, adalah pemilik dari lampu jalan tersebut. Sebab, imbuhnya, proyek lampu jalan ini belum diserahkan kepada Pemko Medan.
“Jadi, silahkan bongkar sendiri karena ada material di dalamnya. Nanti kalau kita yang bongkar dibilang mengambil pula. Silahkan bongkar sendiri, besinya ada disitu, semennya dan bentuknya yang seperti pocong itu silahkan ambil,” ujarnya.
Untuk sanksinya, tegas Bobby, karena proyek lampu jalan ini dilakukan di Dinas Kebersihan dan Pertamanan yang kini telah dilebur menjadi Dinas SDABMBK, tentunya yang bertanggungjawab adalah ASN di organisasi tersebut.
“Meski sudah dilebur menjadi Dinas SDABMBK, tapi orang-orangnya masih ada dan bisa dimintai pertanggungjawaban,” tuturnya.
Terkait sanksi, jelas Bobby, mulai hari ini akan dibentuk Tim Ad Hoc guna melihat bagaimana kelalaian dari ASN yang ada di dinas dulunya (Dinas Kebersihan dan Pertamanan) yang bertanggungjawab dengan proyek pemasangan lampu jalan tersebut.
Sementara itu, menurut Kadis SDABMBK Topan OP Ginting, proyek lampu jalan yang dianggap total loss, proyek gagal itu di 8 ruas jalan ini belum dapat dipastikan akan dilakukan tender ulang. Yang pasti, jelasnya, sesuai dengan Laporan Hasil pemeriksaan (LHP) diterima dari Inspektorat Kota Medan, maka Dinas SDABMBK akan menyurati semua kontraktor yang telah melaksanakannya.
Ketika disinggung berapa lama pengembaian uang yang akan dilakukan pihak ketiga, Topan mengaku akan berdiskusi dengan Inspektorat agar diketahui sesuai ketentuan yang berlaku harus berapa hari uang itu dikembalikan. Dalam melakukan penagihan, Topan mengaku, Dinas SDABMBK akan bekerjasama dengan Kejaksaan Negeri Medan sebagai jaksa pengacara negara.
Ketika disinggung mengenai pemasangan lampu jalan yang akan dilakukan Dinas SDABMBK di ruas 10 jalan tahun ini, Topan mengatakan tidak ada masalah dan akan dilakukan. Sebelum dilakukan pemasangan lampu jalan, ungkapnya, trotoarnya akan dibenahi terlebih dahulu.
“Namanya landscape, setelah pengerjaan trotoar selesai barulah naik pemasangan lampu jalan,” pungkasnya. (psc)
